I noticed a white patch on Ruta's (8 years next week) leg which is approx 1.5x2.0 cm big. It's not itchy, not scaly, not raised. It's just completely white. I have never seen this before. She's a bit tanned now that we had some beautiful weather but she always gets a bit tanned every summer but I definitely did not see this patch last year. What is it please? I remember I once had a neighbor whose face and hands were all covered in such patches and I'm a bit worried this might spread... How do we treat this, please.

BTW, if it matters, we are white Caucasian race.
